EXPERIENCE:

2000 - PRESENT        RIGHT-OF-WAY PROJECT MANAGER

                                    H. C. Peck & Associates, Inc.

Worked as project manager for the City of Arvada, Kipling Street improvement project and the 72nd Ave. improvement project. Also served as relocation manager on the RTD, I-25 SE Corridor project moving 100 tenants and families from the Woodwinds apartment complex.

1995 - 1997               REGION RIGHT-OF-WAY SPECIALIST

                                    Federal Highway Administration - Region 8

Served as lead Right-of-Way Specialist for FHWA Region 8 including States of Colorado, Utah, Montana, Wyoming, North Dakota and South Dakota. Provided leadership and guidance to State Departments Transportation and other local public agencies in all phases of right of way to assure that Uniform Act and other Federal/State program requirements were understood and met. Made federal-aid eligibility determinations on controversial cases/projects and assisted in developing innovative procedures to assure continuing compliance with the Uniform Act. Responsibilities included approval of all state right of way manuals and concurrence in ongoing process review programs. Also, participated in the region’s leadership team to develop and implement a comprehensive Quality Improvement Program focusing on customer service and partnering with State Departments of Transportation.

1991 - 1995              DIVISION RIGHT-OF-WAY/PLANNING MANAGER

                                   Federal Highway Administration -  Colorado 

Served as the lead manager in the Colorado Division responsible for all phases of right of way, statewide planning, metropolitan planning and air quality compliance. Provided guidance to Colorado Department of Transportation, State Regional Councils of Government and local public agencies to assure that objectives and program requirements set forth by ISTEA were accomplished. Successfully guided CDOT/MPO’s through the myriad of program requirements allowing the continued federal funding of the Colorado Transportation Program. Was recognized for these efforts with the Federal Highway Administrators Award in 1994.

1974 - 1991            DIVISION RIGHT-OF-WAY OFFICER

                                 Federal Highway Administration - Colorado

Provided leadership to Colorado Department of Transportation in all right of way phases as the Uniform Act was implemented. Continuously participated in the development of policies and procedures to streamline the right of way process and advance right of way projects on a timely basis including short form/minimum value appraisals and single agent low value acquisitions. Facilitated procedural solutions, which met FHWA/CDOT top management criteria on several controversial projects including C470 corridor, South Santa Fe, and I-25 in Colorado Springs. Pioneered FHWA/CDOT agreement to move from project reviews to a cooperative stewardship program to assure compliance with the Uniform Act and other Federal program requirements. Also administered several collateral areas including the utility relocation program and EEO/Title VI Civil Rights programs.
