Responsibilities include planning, coordination and implementation of right-of- way services on federally assisted projects for highway, light and commuter rail.
1992 - MANAGER, REAL PROPERTY
2000 Regional Transportation District
Responsible for all property management and land acquisition projects for the District. Major projects included the North I-25/20th Street HOV Project, the Central Corridor, Southwest Corridor, Central Platte Valley Corridor Light Rail Projects, and the Southeast Corridor (TREX) Multi-Modal Project. Successfully negotiated and acquired railroad rights-of-way and other property for these and other projects from the following major railroads:
Burlington Northern Railroad (now BNSF) Atchison, Topeka & Santa Fe Railway (now BNSF) Denver & Rio Grande Western (now UPRR) Union Pacific Railroad
The Southwest Corridor Light Rail project involved not only the acquisition of the right-of-way, but also negotiation of Trackage (operating) and Maintenance Agreements between RTD and the railroads. All property acquisitions were completed in compliance with Federal Transit Administration policies and the Uniform Relocation and Real Property Acquisition Policies Act (Uniform Act). The success of these projects caused the FTA to ask Ms. Newman to give several presentations, including one in Washington D. C. in 1998 on "Negotiating with Railroads".
Additional responsibilities included leasing of existing improvements, acquisition of property for Park-n-Rides and execution of numerous rights of entry and licenses. Participated in planning activities, including Major Investment Studies and Environmental Impact Statements. Developed cost estimates and schedules for all projects and coordinated environmental analysis, surveys, title research, appraisals, appraisal reviews, acquisitions and relocation consultants and provided litigation support for project implementation.
1990 - DIRECTOR OF FEDERALLY FUNDED PROJECTS

Managed and participated in land acquisition and relocations for the municipalities including the City and County of Denver, City of Westminister and the Regional Transportation District. Responsibilities included appraisal review, title review, negotiations and closings.
1984 - DIRECTOR OF LAND ACQUISITIONS FOR THE DENVER
1990 INTERNATIONAL AIRPORT - City and County of Denver
Responsible for the coordination of surveys, appraisals, appraisal reviews, title research and negotiations for properties required for the Denver International Airport. Acquisitions included 426 mobile homes, 100 single family homes, numerous farms and over 600 oil and gas interests.
