LEE SATTERFIELD HAMRE, SR/WA, R/W-RAC
PRESIDENT

Ms. Hamre, SR/WA, R/W-RAC has worked in the right-of-way acquisition and relocation field for 13 years. She is Relocation Certified by the International Right of Way Association (IRWA) and is a certified IRWA Instructor for Relocation Courses. She serves presently as Real Estate PMOC for the FTA for the Lower Manhattan Recovery Office's Fulton Street Transit Center, Miami Dade Transit's North Corridor Project and Stamford, Connecticut's New Britton Busway. Other project activities include aiding local public agencies developing and implementing Relocation Assistance Policies, as well as providing research assistance to the Federal Highway Administration's (FHWA) Office of Real Estate Services conducting five national listening sessions on proposed statutory changes to the Uniform Act and identifying barriers to R/W training for State DOT's. As a member of the Peck relocation management team, she helped develop and complete the Acquisition Stage Relocation Plan for the T-REX Project studying the potential displacements of 118 families and 160 businesses. In her career she has provided comprehensive relocation assistance services in compliance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 involving over 500 displacees in four States. Ms. Hamre is the Recipient of IRWA's 2005 Region 9 Professional of the Year Award and has served as one of four judges for FHWA's Bi-Annual National Excellence in Right of Way Awards in both 2003 and 2005. Ms. Hamre is a Candidate for IRWA International Office in 2010.

J E PARKER, JR., ESQ.
EXEC. VICE PRESIDENT AND GENERAL COUNSEL
Mr.
Parker has worked in the land service field for over 23 years
developing an extensive background in land titles, document
preparation and analysis, acquisition and project management.
Prior to his association with H.C. Peck & Associates, Mr.
Parker performed title examination and acquisition for fiber optic,
pipeline, and oil and gas exploration and acquisition projects.
Mr. Parker received a B.S. degree in Business Administration
(Finance) from Oklahoma State University and a J.D. degree from the
University of Denver College of Law, concentrating on real property
and natural resources law, and is a licensed Colorado attorney and
Real Estate Broker. An
active member of the IRWA, Mr. Parker also serves as the
Vice-Chairman of the International Utilities Committee.
MICHAEL L. ANDERS, SR/WA
VICE PRESIDENT & TRANSPORTATION DIRECTOR

After more than 30 years with CDOT, Michael
Anders retired as State Property Director. Michael
directed acquisition, construction, leasing, management, testing for
contamination of property, asbestos inspections/abatements,
remediation, demolition, and disposition of all CDOT owned property,
office buildings, maintenance facilities, access rights, and mineral
rights. Supervised a professional staff of geologists,
environmentalists, remediation project managers, architects,
appraisers, real estate agents, legal assistant, and administrative
support personnel including approval of annual unit work plans.
Coordinated and oversaw the Capital Property Program Plan, the
HazWaste Remediation Program Plan, the Rest Area Program Plan, the
Real Estate Leasing/Disposal Program Plan and the Property
Management Program Plans.
Michael is an SR/WA and an active member
of the International Right of Way Association and
served as the Chair of the 2006 IRWA Seminar held here in
